Dona Smith Bulluck
Chairperson
Dona Smith Bulluck has resided in the Capital District area for the past forty-three years. Admitted to the New York State Bar in June, 1982, her legal career included private practice at the firm formerly known as Roemer & Featherstonhaugh, P.C., and employment with the State of New York as an Administrative Law Judge at the Public Employment Relations Board, Director of the Office of the Ombudsman at the Division for Youth, and as a Principal Administrative Law Judge at the Unemployment Insurance Appeals Board. Ms. Bulluck retired from the State University of New York, Office of General Counsel as a Senior Attorney, in 2019 after nineteen years of service at SUNY. Ms. Bulluck received her Bachelors of Arts from the College of Wooster, Wooster, Ohio, and her J.D from Chicago-Kent College of Law in Chicago, Illinois. Ms. Bulluck is the mother of two sons and a grandmother to seven grandchildren. She has resided in the Village of Colonie for over thirty years. Believing that one should give back, she has volunteered in her community by serving on various boards over the years, and various community service projects as a proud member of the Albany (NY) Alumnae Chapter of Delta Sigma Theta Sorority, Inc.
Tony T. Kelley
Vice Chairperson
Tony Kelley is a Capital Region Banker and active member of his community. He is a graduate of Green Tech High School and SUNY at Albany. Tony is currently employed with Trustco Bank as a Branch Officer, overseeing branches in Albany & Rensselaer County. During his studies at the University at Albany, Tony served as the Chief Financial Officer of Dippikill, Inc. and the Student Association at SUNY Albany, Inc., both 501(c)(3) organizations.
Marie Allen-Campbell
Board Secretary
Marie Allen-Campbell has been a resident of Albany County for thirty five years. Marie retired from the New York State Department of Financial Services as Director of Human Resources Management in 2016. During her 30 year career with New York State Marie also served as the Director of Personnel for the Education Department; and Director and Assistant Director of Personnel for the Thruway Authority. In addition, Marie was employed with the U.S. Drug Enforcement Administration and the Social Security Administration for nine years.
Marie earned her Bachelor’s of Business Administration from Baruch College in New York City and her Master’s of Business Administration from Russell Sage Graduate School in Troy, New York. She also holds a Certificate of Labor Relations from Cornell University and a Certificate in Human Resources Management from Rockefeller College. As a retiree, Marie volunteers in various capacities, including with Catholic Charities; as a CASA (Court Appointed Special Advocate) for abused and neglected children and serves on the boards of Literacy Volunteers of Albany and Rensselaer counties and the Green Tech Charter School. Marie currently resides in Delmar, NY.
Vinay Pai
Member of the Board
Vinay Pai graduated in 2015 with B.S. in Chemical Engineering from Worcester Polytechnic Institute. He moved to the Albany area shortly after to join IBM Research where he is currently a Lithography process manager. Starting as a technician and moving on to engineering and people management, Vinay has developed a keen interest in employee growth and organizational development. He has enjoyed leading cultural thrusts within his workplace and hopes to utilize his expertise in engineering and people management to create a lasting impact on the Green Tech community.
Thomas Mueller
Member of the Board
Tom is an educator, counselor, and activist who has lived in the Capital Region for the past 24 years. Tom received his Bachelor’s Degree in Psychology from The State University at Albany and his Master’s and Post- Master’s Degrees in Counseling from Sage Graduate School. Tom, a former corporate trainer, has always enjoyed supporting the community and working with young people. Tom has previously served as a Director for YouthBuild USA, AmeriCorps, and as counselor at multiple schools throughout the Capital Region. In his spare time, he serves as the Vice Chair for the City of Albany’s Commission on Human Rights, the Associate Director for Collective Souls Holding Space, and as Executive Director of The Capital Region Cares Coalition. Additionally, Tom has been heavily involved with New York State Future Business Leaders of, a student organization dedicated to furthering youth across the state, for the past 29 years. Tom has previously served the city as a member of the Juvenile Community Accountability Board and as Vice Chair for the Community Leadership Team. He is excited to be joining the Board at Green Tech and is looking forward to supporting the mission and vision of this wonderful educational institution.
Barry Walston
Member of the Board
Barry Walston is a lifelong activist, community servant, and mentor to youth in the Albany community. Barry is emeritus of the Albany Black Child Development Institute who worked on responding to the unique strengths and needs of Black children. The majority of his professional career has been dedicated to working in human services and supporting programs that service populations at risk. Recently, he retired from the New York State Department of Health of thirty years as a public health practitioner. During his tenure he worked in the New York State Department of Health AIDS Institute in the Bureau Division of HIV, where he piloted a number of initiatives within the Division of HIV Prevention. Barry is the President of Literacy NY of the Greater Capital Region, and the Grants Chair of the Albany Fund Education. He is a Board Member on the Juvenile Community Accountability Board and a member of the Albany Chapter of the NAACP and serves as their Youth Advisor to the NAACP Youth Council. Previously, he served as the Board President of TASC - Treatment Alternatives to Street Crimes and the Interim Director of the Whitney M. Young Methadone Maintenance Treatment Program based in Albany, NY.
Izabella Martin

Izabella Martin is a highly skilled Diversity, Equity, and Inclusion (DEI) training and consulting professional and an educational admissions recruiter.
Izabella holds a Bachelor of Arts in History from Russell Sage College and current enrollment at Harvard University, completing a Graduate Certificate in Diversity, Equity, and Inclusion. Izabella profoundly understands the impact of socio-economic and racial identities on scholars' educational success.
